There are a myriad of regulations and a host of government departments that are involved in regulating imports not just Customs! DEFRA, UK Port Health, The Forestry Commission, Trading Standards, The Home Office, Borderforce, and several other government departments have statutory powers and may require documentation to be presented and/or inspect goods. Customs compliance can therefore be complicated which is why importers themselves seldom handle their own customs clearances.
